Time Machine Backup and Restore

I understand the concept of the Time Machine Backup and Restore but here is my problem. Time Machine runs a backup about every hour. The last time i ran a backup was at 4:40 PM. Great I have my latest backup. What i ended up doing was wiping my computer from scratch and installing the beta of MacOS Sierra. Then i reinstalled El Capitan, and then i did the set up process of restoring from a Time Machine Backup. Great so far. Then the backup it tells me that I can restore from a backup that was done at 12:30. Whats up with that? Im going to try it once more to see if it works with a latest backup.
